The Brookings Institution published a new report on the present and future of infrastructure policy, focused on the concept of “rebuilding with purpose.” The analysis by Adie Tomer, Joseph Kane and Caroline George is chock-full of recommendations for policymakers, but the report’s overarching themes stand out as especially relevant to the negotiations underway on Capitol Hill and at the White House.
“Brookings calls on the federal government to do a better job measuring infrastructure needs — improving the way agencies “track the condition, performance, and use of different infrastructure assets.” Another is modernization, setting new design standards and directly spending to upgrade physical infrastructure. (That recommendation seems to mesh neatly with the Biden administration’s “fix it right” focus in the early outlines of the president’s plan, although scant details have been attached to that principle.)”
